BUSINESS MANAGER (ASTC MANAGEMENT & STRATEGY)

This position is located in the office of the State Conservationist (STC), within one of the state offices of the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA). The incumbent serves as the Business Manager, and manages, oversees, and supervises the conservation strategy, financial resources, and business and locally based administrative services within the state.


  • Coordinates the planning, requesting, approval, allocation, and utilization of financial resources for the state.
  • Establishes the annual budget for state office training activities.
  • Prepares responses to requests for reports and other information and materials from national headquarters, the Department, other parties, and stakeholders.
  • Provides expert advice, guidance, consultation, and support to the STC and SLT on all aspects of conservation strategy, business operations, and financial and other resource management functions within the state.
  • Participates in state leadership team meetings and serves as a spokesperson for the state's conservation and office operations, and administrative areas, including priorities, status, accomplishments, and planned activities.
  • Coordinates locally-based administrative services, working in partnership with Nation service delivery teams, related to workforce planning and human resources, awards and administration, and facilities management and space planning.

Specialized Experience Requirement For the GS-13 grade level: You must have one year of specialized experience equivalent to the GS-12 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Overseeing and coordinating efforts to integrate and link conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources necessary to accomplish the mission responsibilities of the agency; Coordinating and collaborating with managers and staff to ensure integration of conservation strategy, resource management, and business services with other programs and activities within the state; and presenting information to the State Leadership Team (SLT) on linkages between utilization of financial resources and conservation outcomes. Note: There is no education substitution for the GS-13 level.
