Auditor (Performance)
This position is assigned to the Office of Audits (JA), Office of Inspector General (OIG), General Services Administration (GSA). Location of position: Real Property Audit Office (JA-R) 1800 F Street NW Washington, DC 20405 We are currently filling two vacancies, but additional vacancies may be filled as needed.
The Office of Audits (JA) has a goal of improving GSA, while simultaneously protecting the integrity of its operations. This office accomplishes its mission by identifying and reporting on the challenges facing GSA management. JA conducts programmatic performance audits of GSA's operations and activities, implementation reviews, and/or contract audits. The Office of Audits also oversees financial statement audits and compliance with the Federal Information Security Management Act (FISMA). The Real Property Audit Office (JA‐R) performs performance audits evaluating GSA's Public Buildings Service (PBS) programs. The auditor participates with other audit staff members in performing audits of GSA awarded contracts and evaluating GSA's national operating programs, systems, work processes, acquisitions, internal controls, and financial or contract administration functions. The auditor is responsible for performing a variety of audit work that requires the application of well-established auditing principles, theories, concepts, and practices. The following duties are performed at the full performance level of this position: Perform analysis tasks that are complex and require application of a variety of audit techniques and methodologies, as well as specific industry knowledge and auditor creativity. Prepare audit working papers and ensure that documentation fully supports audit results and comply with professional standards. Develop audit scope, methodologies, schedules, work assignments, itineraries, and work-steps. Prepare draft audit reports that communicate findings and recommendations in a clear and concise manner.
Requirements
The GS-09 salary range starts at $70, 623 per year. The GS-11 salary range starts at $85, 447 per year. The GS-12 salary range starts at $102,415. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. This position has a positive education requirement to verify qualifications. If selected, an official transcript will be required prior to appointment: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcement. Basic Requirements for Performance Auditors: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Additional Requirements for Qualification at the GS-09 level: In addition to the Basic Requirements for Performance Auditors listed above, to qualify at the GS-9 level you must possess at least one of the following: One year of specialized experience equivalent to the GS-7 level or higher in the Federal service. Specialized experience is 1. Assisting senior specialists in conducting complicated audits to assess the effectiveness and efficiency of an organization's programs or operations; Or 2. Performing work consisting of systematic evaluations; Or 3. Conducting activities relating to the detection of fraud and waste. Additional Requirements for Qualification at the GS-11 level: In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is work involving the identification and review of program data and comparing it to regulations, policy, procedures or other program criteria; and experience performing reviews in accordance with auditing standards. OR A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. To be creditable, such education must be in a course of study that directly reflects the job-related competencies necessary to perform the duties of this position. OR A combination of directly related graduate level education and appropriate specialized experience that together meet the qualification requirements of this position. Additional Requirements for Qualification at the GS-12 level: In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service Specialized experience for this position is experience performing audit work in accordance with the Generally Accepted Government Auditing Standards (GAGAS) that demonstrates knowledge of the total audit evaluation process, including the planning, execution, and reporting phases. Such experience must include the application of professional methods and techniques to gather and evaluate evidence, validate findings, establish conclusions, formulate recommendations, and prepare reports.
