The nonprofit corporation was originally founded as Specialized Services, Inc., (now Challenge Unlimited) formed by concerned parents of children with disabilities. The parents wanted their adult children to participate in some form of productive activity and hopefully gain vocational experiences that would lead to employment.
Specialized Services, Inc., opened its doors to provide services to six individuals. It was initially funded by contributions from parents, concerned citizens, and local businesses. With a growing need, Specialized Services secured a grant from the Department of Mental Health and grew rapidly to 50 participants. A new building was purchased to provide additional services to individuals with disabilities.
The agency began providing production services as a subcontracted business solution for local companies. Individuals with a disability were able to work according to each person’s abilities under a special minimum wage certificate.
Tom Moehn is hired as President and CEO with a vision for community integration.
Specialized Services, Inc., with a renewed vision to develop human potential through work related opportunities grows to become a social enterprise with the expansion of its production services and the launch of the custodial services line of business employing individuals with disabilities.
Residential Services of Madison County, an Affiliate Organization, was formed with a single group home. The State of Illinois requested that the agency take over a large residential facility in Troy, IL. That facility was downsized and ICF-DD and CILA homes were built to provide 12 homes for approximately 100 residents. This company is now known as Residential Options, Inc.
Through a partnership with NISH, the company expanded its social business model to provide Facility Management Services to the Federal Government. The first contract was at Scott Air Force Base.
Specialized Services rebrands and becomes Challenge Unlimited, Inc.
Alpha Industries was formed as an affiliate organization of Challenge Unlimited. The nonprofit organization was created to broaden production service contracts while creating work related opportunities for individuals with economic, cognitive, social and educational disadvantages.
President & CEO, Tom Moehn, retires after 46 years of service impacting thousands of lives.
Challenge Unlimited hires Charlotte Hammond as President and CEO to further expand and increase the footprint for inclusion and integration in the community for people with a disability.
Challenge Unlimited receives 2013 St. Louis Regional Chamber Arcus Award for Achievement in Economic Inclusion.
Challenge Unlimited expands its footprint to Ohio, South Carolina, Indiana, and Texas.

We are currently hiring a Quality Control Specialist at The Richard Bolling Federal Building in Kansas City, Missouri .

Summary:
Reports to the Director of Safety and Quality Assurance, the Quality Control Specialist is responsible for overseeing the quality at assigned worksites where people who have different abilities work with integrated teams and receive work support and development as needed to achieving the highest level of independence possible.This position ensures custodial services are performed in full compliance with the Performance Work Statement, GSA standards, sustainability requirements, safety regulations, and contract performance metrics. This role will conduct routine and unscheduled inspections, documents deficiencies, verifies corrective actions, and supports continuous improvement of cleaning operations throughout the facility. The Specialist acts as the on-site quality authority ensuring work meets required cleanliness, sanitation, safety, and environmental standards.
Typical Duties:
Facility Inspections — Inspect offices, restrooms, corridors, entrances, floors, windows, waste areas, and exterior entry points. Verify compliance with cleaning, disinfecting, sanitizing, floor care, carpet care, restroom sanitation, window cleaning, and waste removal standards.
Regulatory & Safety Compliance — Ensure adherence to OSHA, SDS, EPA green cleaning standards, sustainable product use, infection control practices, chemical handling requirements, and equipment safety. Support government inspections and coordinate with COR/facility representatives.
Quality Documentation — Document deficiencies, track trends, verify corrective actions, and support performance reporting. Enter all QC inspections into the QMS database and audit systems for accuracy and integrity.
Floor & Restroom Quality Oversight — Inspect floor maintenance (stripping, waxing, buffing, extraction, spot cleaning, ADA‑safe surfaces). Confirm restroom disinfection, fixture condition, dispenser operation, and odor control.
Waste & Environmental Standards — Verify proper trash, recycling, and compost handling procedures, container cleanliness, and environmental compliance.
Contract Compliance & Communication — Moderate monthly Management Review Board meetings. Relay contract updates to workers and leadership. Assist in establishing metrics and managing customer expectations to ensure PWS/SOW compliance.
Team Observation & Support — Observe crew performance, report quality and safety issues, evaluate competencies, and support continuous improvement. Mentor staff, reinforce policies, and promote a positive, accountable work culture.
Non‑Conformance & Investigations — Issue and track Non‑Conformance Reports. Identify fraud, waste, and abuse. Participate in investigations using audit techniques and maintain regulatory oversight.
Customer & Contractor Relations — Build professional partnerships with contracting representatives, subcontractors, vendors, and site occupants. Investigate complaints, recommend corrective actions, and support trend analysis and continuous improvement.
Contract Knowledge & Risk Management — Maintain thorough understanding of the contract SOW, materials, and equipment. Manage quality control activities per QA standards, company procedures, client specifications, and contract requirements. Assist with generic and project‑specific risk assessments.
Minimum Qualifications:
- Education: High school diploma or G.E.D required. Preferred 2 years of college. .
- Experience: 3+ years’ work experience in Custodial; janitorial, housekeeping; or hospital sanitation. Quality control, engineering, or large contract experience preferred. Requires problem solving, time management, and attention to detail skills
- Certifications: OSHA 30-hour certification in construction within 6 months. Custodial Certification within 6 month.
- Pre-Employment Test: Computer technology baseline knowledge
- Computer Skills: Proficient with OFFICE 365 Suite / Microsoft Excel, Word, PowerPoint, and Outlook a plus
- Background Checks: Pass federal and state background checks. Pass child abuse and neglect background checks. Pass driving background check
- Driving :Must be at least 21 years or older with a valid drivers license. Company Travel with personally insured vehicle is required
