About the Position: This is an Education Program Specialist, GS-1702-11, position with the Military Entrance Processing Station, Strategic Test Management Section located in Syracuse, New York.


  • Responsible for centralized management of the Career Exploration Program (CEP).
  • Establish contacts with state legislators, area governments, prominent business leaders, retired military personnel, state-level education officials and other organizations to gain support for the Career Exploration Program.
  • Coordinate promotional activities to improve state and/or regional marketing factors.
  • Provide interpretation of test results to students, parents, school officials and members of the education community.
  • Brief the Military Entrance Processing Station (MEPS) Commander concerning plans and policies promulgated by higher authority pertaining to the Career Exploration Program.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Education Program Specialist: A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours in a field related to the work of the position, such as Education or Teaching Degree of which at least 9 semester hours must have been in education courses. OR B. Combination of Education and Experience: At least 24 semester hours in a field related to the work of the position, such as Education or Teaching Degree, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. OR C. Experience: Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this position. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. OR D. Teaching Experience: At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience Required: One year of specialized experience which includes: 1). Provide information and guidance on educational programs, such as the Career Exploration Program; 2). Coordinate activities in support of educational services; 3). Assist students in evaluating career choices; AND 4). Conducting presentations on topics such as testing, career counseling, labor market, or other related educational topics. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education or Teaching degree. (Transcripts are required with your application). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
